What’s happening at the Statehouse: Conference committee negotiations
A conference committee is made up of four lawmakers one from each political caucus: a House Democrat, a House Republican, a Senate Democrat and a Senate Republican. It also usually consists of the bill’s author and sponsor. Bills which have passed either the House or Senate are eligible for conference committee. The goal of the conference committee is to arrive at an acceptable compromise between a House and Senate version of a bill. These meetings are scheduled in advance and public. The conference committee will create a report that all four members must sign. Then the conference committee report must be passed by a majority vote by the House and Senate before the bill can become law.
